[Overseas emigration] Resident tax, recommended departure timing and move-out notification【situation of Japan】

2021-12-17

◆Notification of move-out

If you want to work overseas or move overseas, you need to submit a move-out notification to the city office (ward office) by December 31st in Japan.

What is a move-out notification?

It is to remove the resident card of the municipality where you live.

If you still have the residence certificate is as of January 1, the residence tax from January 1 to December 31 of the previous year will be applied.

You have to pay residence tax from June to May of the following year.

For example,

Suppose that you will submit a move-out notification to Hamamatsu City Hall on January 2nd and will travel abroad by the end of January.

However, as of January 1st, you are a citizen of Hamamatsu city.

Even though you have removed the resident's card and you live overseas, you will be obliged to pay the resident tax from June.

Moreover, for a person with an annual income of 4 to 6 million yen, it will be about 150,000 to 200,000 yen.

Since it is a rough amount, if you want to know the detailed amount, you can simulate the calculation from here.

If you are leaving Japan, please go to the city hall and submit a move-out notification by December 31st.

Attention 1

However, even if you do not have a resident registration on January 1st of that year, you will be taxed if it is determined that your living base is in Japan as a result of investigating the purpose, period, and actual conditions of your life.

Attention 2

Resident tax is applicable to "people who live in the municipality on January 1st of the year", so you will be required to pay the residence tax during the year you move out.

Summary

Once you have decided to move overseas or move overseas, notify the municipal office where you live.

The target is those who go abroad for more than a year. If it is less than a year, you do not need to report it.

Those who have already gone abroad can submit the documents by mail. You can also ask someone from the same household who lives in Japan.

If you can control the timing of overseas migration yourself, you can go to the site and experience life for the time being, and extend your tourist visa within the year as a confirmation period leaving from Japan.

I think it is most efficient to submit a move-out notification as soon as you return to Japan at the end of the year.
